Q3 Economic Survey: Confidence Edges Up, But Investment Remains Stuck

9th October 2026
Philip Galpin

The latest BCC Quarterly Economic Survey shows a mixed picture for UK businesses. Nearly half (47%) expect turnover to improve over the next 12 months, up from 44% in Q2. However, only 17% plan to increase investment over the next three months – unchanged from Q2 and still at a post-pandemic low.

With the Budget just weeks away, businesses continue to face significant cost pressures. Inflation remains the top concern for 60% of firms, followed by taxation at 52%, while labour and utility costs continue to put pressure on businesses.
The survey, based on responses from more than 4,300 firms across the UK, provides a powerful picture of the pressure on businesses and what needs to change.
