However, Charles Oliver BSc MSc FRICS FAAV MEWI FCIArb was not content with a just three Fellowships – as his post nominal letters indicate – so he has recently been awarded his fourth and became a Fellow of the Expert Witness Institute (changing MEWI to FEWI) on 23rd March 2018.
Based in Kent all of his life, Charles qualified as a Chartered Surveyor in 1982 and has a degree in Estate Management from Reading University, a masters degree in environmental assessment from Greenwich University and is a Fellow of the Royal Institution of Chartered Surveyors, a Fellow of the Central Association of Agricultural Valuers, a Fellow of the Chartered Institute of Arbitrators as well as his newly acquired Fellowship with the Expert Witness Institute. Charles specialises in valuations, landlord and tenant negotiations, expert witness reports, compulsory purchase and leasehold enfranchisement valuations.
A member of the Expert Witness Institute (EWI) can only be awarded a Fellowship – the pinnacle of membership – having gained 10 years of experience as an Expert Witness. A Fellow will undertake mentoring of provisional members of the Institute to help them to achieve their full membership. They will advise on report writing, where necessary appearing in court and managing their commitments to both their ‘day job’ and their Expert Witness work.As an Expert Witness, Charles has provided evidence based knowledge and opinion bringing reason and right to a variety of thorny cases, from boundary or party wall disputes to compulsory purchase compensation disagreements. He is able to work with the legal community and to bring his specialised intelligence to a given property issue with the succinct clarity required for a courtroom, judicial or tribunal setting.
Charles works to tight deadlines and within legal guidelines to produce fact based reports to underpin the case. His expertise goes beyond the every-day experience of a chartered surveyor and he retains information on historical Case Law, which if called upon, he can and does use to support his considered technical opinion and witness. During the past ten years he has written more than 160 Expert Witness Reports.
Charles says that he is only there to gather and provide evidence-based fact that will assist others (in authority) to reach a binding decision. He also says that he is delighted to have become a Fellow of EWI and looks forward to mentoring others to become members of the Institute.
In addition to Charles, Caxtons is please to count four other Fellows of the Royal Institution of Chartered Surveyors and a Fellow of the Association of Residential Letting Agents amongst its numbers.
